Any ideas on this coin

Found this coin today and can't get it cleaner then this. Not sure if its a coin or just a token. it is about the size of a United States Half Dollar. I can just make out a small M on the top, looks like some kind of lady and VIRCO is as much as I can see on the bottom.Any help would be greatly appreciated.
