Pretty cool piece, the way the wire is coiled it looks like the connection point for a D cell battery. It looks too heavy duty for a flashlight though. It will be interesting to see what this turns out to be. Good whatsit

Neon sign insulator--quessing
Back in the 30's there was a company created by Arthur B. McMahan that was involved with neon tubes. McMahan's company was purchased in the 30s by FSM, which still exists today. If you run out of options, you may wish to contact them (www.RMSNeon.com) and see if they can assist.

Could the coiled metal on the top be used as a heating element?

Are you sure you got that number right? It looks like a 1936 patent number but it came back for nail polish. http://www.oldstuffonly.com/patent_dates.asp
Sorry about the # Cy it is very hard to read. Looking at it with a 10x loop I see some letters/numbers in front of the numbers I can make out. Thanks

Definitely a Neon Sign insulator. Couldn't find the exact match using your style of coiled wire, but these are very close otherwise.

http://www.insulatorstore.com/products.asp?cat=388

A description of how they were used....
This piece would have fed the tubing out toward the front of the sign. It has a threaded base with a lip that would have held it in place and prevented it from slipping through, as well as a spring that would have cushioned the gas-filled glass tube.

Edit: Just found this site that has the same one, and also describes the same use.
