Looks like a part of an old farm impliment typically found on old farmland...

Possibly part of a drag...

Looks like a control arm off of something... Maybe a tractor or trailer.. Something like that the hole in it looks like where a shaft would come up through and be secured by a cotter pin... With the angle almost looks like a steering part for something.. Just a thought.. New to this site hope this helps..

First thing that came to my mind (essentially similar to all of the above) was a mower deck bracket with a hole for the height adjusting linkage.

So, modern, then... Makes sense I guess, it was only recently turned into a housing development, like within the last 20 years
