Your find is part of a US Army Model-1872 Waistbelt-&-Support rig. The smaller loop above the waistbelt recctangle was for attaching supportive shoulder-straps to the rig. See the photo below, showing the waistbelt, complete except for the support-straps. Collectors of US militaria classify it as an Indian Wars Era relic, because it didn't exist until 7 years after the end of the civil war.

That's cool. I've never seen these before. Here's a pic showing the back loops, which are a little different than the front ones. For holding up heavy gear attached to the belt, not for holding up pants...
