Found this today in a Civil war camp along with some buttons and bullets. I myself don't think it is Civil War, but I cannot figure out what it is. It is Brass. Thanks

First thing I thought of when I saw it was a "Heel Plate"
from a gun.

kind of looks like an old buckle with a swivel latch. the latch would be held in place in the hole with a rivet and latch onto the post
