Found on the shoreline of lake champlain.

I imagine a ton of boat activity nearby back in the day, so my guess is some kind of boat/pulley hardware but I cant seem to find any matching examples.

The one end without the screws has a piece that spins around.

Probably held some sort of curtain, it rolled on a round dowel or pipe.

Can you post a side view of the piece that spins around?
It appears that the end with screws was attached to 1/2" thick board.
Not strong enough for heavy lifting. So maybe not a pure "pulley" in the way we commonly think of it's use in straight heavy lifting.
