Any idea what this is

Found it near a house built in 1922. It's also near Nash farm which was a civil war battle field in ga. I'm going to clean it later when i get home. It has a strange star shape cut out of them. Some kind of cam or token?

Whatever they might be for they're essentially cam eccentric washers, used to adjust something... Not unlike on the front end of some of today's cars (for alignment), but not like older vehicles that I'm familiar with.

Is the edge a uniform thickness all the way around?
