its a ladies stocking clip --the hook faced outward and went thru a hole in the stocking ..the inward clips held onto a strap that went upwards and connected to a belt around the woman's waist --there were 2 per leg one on the "outside" of the leg and one on the "inside" of the leg --due to the "frilly" flower type design - its more likely to be a woman's stocking rather than a man's belt suspender type item --plus on a mans suspender a outward facing hook could catch on things (that's why men's belt hook type suspenders stuff normally faced inward) --were as a woman's stocking clip.. the woman's dress would cover the outward facing hook from "catching" upon things
