Looks like a "Whimsey". Whimsey is a category of "odd" piece's that don't follow the normal rules.
This kind of fits in that group. The numbers indicate where it was in the manufactured process (or firing). 11/50 or 80 means it was the 11th out of a total number of 50 made. (or 80) I can't find the maker, but it has a local feel to it.
