I'm pretty sure it's a string or thread holder for when they were doing their sewing/darning.

It's a yarn or twine ball holder, there was one like it in my great grandparents fish market for the twine to tie bundles with. I don't have a good idea of age on it though, actually I'm kind of surprised I recognized it, they and the market have been gone nearly 40 years now
