Its a British Pan Weight sometimes called a Trade Weight, if you get clearer photo of the Verification marks, I can date it for you.

OK, I can just make out the Crowned 'G' at the 3oc position, sword at 12oc, 'A' at 9oc & Ewer at 6oc. This makes it:
London
1760-1820 Geo III - to first year of reign of Geo IV

All you need to do is weigh it & you have the final piece to the puzzel. (depending on the size of your hand it looks like either a 4oz or 8oz)
