Any Idea About this Button Thing?

Wondering if anyone has seen anything like this before. I found it at a cellar hole from 1875. It appears to be some type of building - Looks like a castle with an arch that opens to the back. It is rather ornate and reads vdi in 20's. A button loop broke off of the back when I recovered it, so I know it was some type of button or decoration. What do you think?

I agree late Victorian & good quality which I think would test as SILVER.
