There was a house here at some point ... a few bricks and other iron objects present............... this thing is had an iron "skin" with brass or copper fingers... 24 hours of electrolysis got the item to this point..... Thanks for any help ...
 

That was my impression also .......... I just have not been able to locate a picture of the guts of a pad lock .... Thanks fellows ....

I know its solved but, can't tell how many levers 5? 6? 7?
Skeleton Bank lock, shackle lock- possible nice find for lock
collectors.

Search for (5, 6, 7, 8) Lever steel lock. Great looking
secure locks.

FYI that lock would have used a double sided skeleton
key.

Although a wise man once told me that" locks are only
to keep an honest man out".
