Some more information might help someone date it for you. I am guessing by the water stains that it is a print not an original. If thats the case, the printers name could be in the margin somewhere. Although, I don't suggest you take it out of the frame to look for it. Assuming its the original frame, the construction might lend clues to the date. Some close-ups of the back of the frame that show the hardware/construction might be helpful to someone more knowledgeable than I.

If someone can I.D. the Painter,
The original artists paining age can Probably be Determined.
but as Squirrel322 suggested the print itself is probably not the original. so guesstimating the age of yours would probably be done easier by the Frame
