What is it made of? Looks like a foundry ingot for smelting?

On Google Books there is Engineering and Contracting, Volume 59 with an article Willite: The copper-treated asphalt pavement. It also mentions the American Willite Co.

Yes, if were a real ingot it would have weight guarantee stamp and proof marks. It's actually probably bronze plated pot metal. I have one from Sears that looks like an ingot with the name Craftsman in relief. It's gold plated pot metal.
