I Know they used to sell him in the peanut Shop
on the atlantic City Boardwalk
60's & 70's But probably not the only place

What is it made out of?,metal or plastic?

Being only an inch tall it looks to be a Mr Peanut charm with the loop broke off at the top, look and see if you can see any evidence of it. It would have went on a charm bracelet. I sold one once on Ebay along with a few other Mr Peanut items in a lot. Value less than a dollar without the loop and a broken cane.
