Antique Iron Bird?

Here is an iron bird I found a few years back. I wonder what it was used for. There is a key kind of thing on the base of it. Measures about 3 1/2" X 31/2".

Yard ornament. Cast brass, normally from India. The crane probably had a moveable head , hence the key at bottom..Moving the head from left to right as wished.

A magnet sticks to it so I believe it's made of iron. I'll sand an area and check the color of the metal too.
