Antique bone wand?

This was recently found while walking on the beach. It looks to be a metal tube filled with bone and covered with cloth. It looks very old. I was hoping if someone could tell me what this is? and if it has any value?

Are you sure it's bone? It looks to me like a parasol handle that's broken off and missing the bottom cap.
