I’m not seeing wicker. It appears to have a tight-weave seat and a looser woven back. Not trying to split hairs. It is a very attractive and ornate piece. I’d guess the arms and many pieces of the back assembly were steam-bent. I’m seeing a few details that cause me to consider Victorian period, but I also see influences from the Arts and Crafts period. Value is very difficult to assign via a photo. From what I see, I’d say it this way: if buying, I wouldn’t go above $500. If I was selling it, I’d refuse the $500 offer.

It's a Victorian bentwood rocker with a woven rush seat. From the construction style and turnings I'd guess late Victorian.

It's in remarkable condition. I think it may have been refinished. Take one of those round head screws out and see if there is another stain color visible in the hole. If there are two colors or If the entire hole is the same color as the outside it's most likely been refinished.

Value? It's an interesting chair. Generally Victorian furniture is out of favor but there are exceptions, this might be one. I can't think of many decors it would fit in but to a collector of bentwood it might be the cat's meow.

I like your opinion. Victorian ran mostly parallel to the Arts and Crafts period. The ornate showmanship does reflect more on the Victorian side. The seat weave made me consider A&C, as well as a few small details. But after reading your post, I very much agree.
