Another whatsit from the bottle dump

Found this detecting in the old bottle dump yesterday...Any ideas? Maybe a house bell of some sort?

Is it Hollow ?

It Looks Like a GATE WEIGHT.

But If Hollow it's not.

Nope its not hollow, but it has some sort of small metal roc coming out the back, il get a pic of the back later
