I found this in a local park a few hours ago. At first glance I thought it may be a flag holder for the outside corner of a house but there's a shattered glass piece inside the circular end and a smaller printed circle on the glass.

The edge reads DIETZGEN MADE IN USA and someone scratched D11 or D.1.1. HWY into the opposite side. It was meant to be slid over a nail or screw then pulled down to secure. The smaller circle on the circular glass looks almost like something that would be on a level or measuring instrument which the name DIETZGEN is sometimes associated with but I have no clue really.

Guess away..

After researching this and with the etched HWY marking, I might be part of some surveying equipment. When searching for DIETZGEN on google, it could be a piece of many things they manufactured. My best guess makes me think this could have been a piece used to mount to a post that had a reflective piece of glass on the end that could be easily seen with the main piece of surveying equipment. The D and the 11 might be part of a sequence of letters/numbers used along the route while performing the survey.

Again, this is all just a guess for me but it's the best thing I could come up with.

Cool! I would never have guessed, although I recognize the Dietzgen brand name, having been a Draftsman for 11 years.
