Thats it. ...modern. I knew it the second I saw it but too late. I used to replace them at work, easier than soldering in a whole new valve.

Water shut off valve. You should have one where the water line enters your house. This is the inside piece. It appears the turn handle broke off. As you turn the handle, the "gate" goes up or down.
