Another "mystery item" from old house

Found at same place the badge & club was found at. Really can't figure this one out. No markings of any kind, won't stick to a magnet.

Any ideas? Thanks

P.S. Found a lot of "weird" stuff at his house.

Could be, but don't think so. In front of the hands are "2 pin looking things" that look like they would have been inserted into something implying the figure was "pushing" something.
