Another challenge

Here is another good one. Only 1/4 present but it’s got the base, side notch and some flaking details. Base is ground smooth. For some reason, not all pics are uploading upright, but the notch is on the lower left. Turn it clockwise one quarter turn. It’s thick, like a bullet.
From Illinois. Any ideas?

It's a punch/drill. Have found many almost identical to it... Nice find!
