Ancient coin , what is it?

My mother found this coin many years ago in the driveway of the house we used to live in. It was not found with a metal detector. My father had ordered a load of beach gravel for the driveway and a few days later after it was all graded out my mother spotted this coin. I believe at one time we were told it was the head of Isis. Anyway I think it's from around 225BC. Interesting.

I don't think it's Isis. She wore her hair longer.

By the way - give the reverse a quarter turn to the right and it's an eagle - possibly a Roman coin.
 

To the left and right of the eagle should read: PTOLEMAIOU BASILEWS (Ptolemy the King--or close to that translation)-- but in Greek so that the letters would read (to the right of the eagle: BAS (S written as sigma) IAE then two additional letters. The IA and most of the E are legible in your coin.
I think there were at least 12 Ptolemys and at least 10 of them issued coinage.
 

She did take it to a collector years ago and this is what he says it is:

Egyptian Ptolemaic Kingdom 25-26 under Ptolemy IV 221-224 BC Head of Isis on front and Eagle w/Thunder bolt on back
