Anchor & Key Plate Hallmark Help Please.

I just pulled this out of a box in the basement. It is 6 7/8 inches across and weighs 296 grams.It looks like stainless to me but had tarnish like silver before I cleaned it. The only mark that I can find is a "bow" in a circle. Do any of you wise men & women recognize this hallmark? Thanks
