Looks like a watch fob with the bail (loop) broken off at the top.

Typically, these had the policyholder's identification number stamped on the back, along with some brief message requesting that the company be notified by telegraph if the individual had suffered an accident.

I'd guess the same. The Time Insurance Co. of Milwaukee, WI was reportedly incorporated in 1910; so, that would be the earliest year for it. Given the style of the fob, it seems unlikely to date any later than the 1920's. So, "WWI period" would seem to be a pretty safe attribution.
