American Legion thing?

My Brother found this brass thing. The center button is backmarked - W.B. CO DEC. 6, 1919. It is 4 1/2" high. It was found with the 4 ball buttons and a couple other metal things. What is it? Thanks! DD.

W.B. CO DEC. 6, 1919 probably stands for Waterbury Button Co. (Waterbury, Conn.) and the date is probably the patent date.

Unrelated to the patent date, but interesting the American legion was founded in September of 1919. Could the American legion item be a badge from a shako type hat?
