American Button Co, Newark NJ with letters "H D" id help

Hey all, I recent found this button manufactured by the American Button Co from Neward NJ. I was able to determine that the company was in business from 1901-1920, but I have been unable to determine what if anything the HD stands for.

Could it be an old school Harley Davidson button? I know Harley started up in 1901, and by 1917 they had V-twin engine motor cycles that were being used by the military. It would be pretty cool to find out this was true.

May actually be Harley Davidson!
While it may be a good guess, I have been unable to find any evidence that Harley Davidson ever used this HD logo. I found a button from Harley Davidson clothes but its not a match.

Health Department, Housing Department, Harbor Defense, ... Could be many things... (too early for Highway Dept)
Maybe governmental, or maybe just a Heavy Duty work clothes button? I hope it can be figured out!
