Aluminum (flour?) tag - anyone see one of these before?

I found this beat up aluminum tag at a site that has produced some old coins. I threw it in with my finds thinking it was a tree tag. Then I washed it off and it looks like it had something to do with cake flour? It is two inches long and is blank on the back. I thought it might be a flour sack tag, but I haven't been able to locate any pics of metal ones. Any ideas as to what it is or how old it is? Thanks!

Here's what I think I see:
Top row: ?? TER CAKE ??
Row 2: ??AKE FLOUR

I have no idea what it is but Im going to take a wild guess it says

Top row: WATER CAKE
Row 2: EASY BAKE FLOUR

I played around with some image manipulation, and I could sure see that it could be Butter. The B is pretty clear, and there is a serif on the next letter's upright that could be the right arm of a U. That's all I can make out. It looks plated, which would make it seem old. All I can think of is that it tagged a bulk packaging of flour that would be sold in odd bulk lots by a store. Or maybe a custom mill tagged large sacks being shipped to a brand packager.
