Ive tried googling it but i can't find a buckle similar to this with that hole in the bar on the buckle...

I was thinking shoe buckle but again the hole in the bar confuses me... is this even a buckle?..

NOTE: it looks like theres rust on it in the pictures but thats just the way the pciture turned out, the buckle is copper or brass.

Im not sure, but it wouldnt explain the hole... and looking at the center bar i dont think a prong would of fit around that and be able to moved up and down

I don't know what it is but I have definitely found a buckle that had two holes in the crossbar. It was very thin brass which would have made it not good for anything but a sash buckle or similar. I noticed that your second hole had what looked like a rusty rivet in it

Doesn't look buckle like to me. The construction looks early 1900s.

Agree. Late 19th to early 20th C. Dress sash buckle.

Technically, it isn't a buckle at all. Only made to look like one.

The holes are where the fabric for the sash was attached with thread.

Faux one I could agree with.
