Age on buckle piece?

Modern or older buckle piece ? The patina and the way is cut seems to point to an older type but not sure.

I can't tell from the pictures, but does it appear that the ends are broken off?

I just think it's peculiar that the holes are on the outside. If it was a broken shoe buckle or something along those line's I'd expect to see the holes on the inside part.

Do the holes go all the way through the arms? It reminds me of a watch band buckle or maybe a strap buckle to a ladies pocketbook.

I was thinking watch band loop myself. The one I have on at the moment is about that same size.
