That piece has definitely been altered by the hand if man. Either a really rough Blank/Preform or possible Chopper used to break open bones to get marrow.
 

Definitely a tool there. Good find. I cant say what it is but a scraper or axe are good guesses I think.
 

Lots of odd looking rocks here in Arkansas. And have no idea what they are other than rocks.
 

Reminds me of a hoe blade.

I never said it was a finished hoe blade that was used every day, just that it reminded me of one. To speculate, it's a pre-form that could have taken many directions after further work.
