a what's-it thingy . . . ?

Hello!

I dug this weird thingy downtown Eugene Oregon a few days ago. There's nothing written on it front or back. I put the quarter next to it for comparison purposes. The front has a pretty thick layer of clear kinda soft plastic to protect it. What is this thing?!
