trunk/ chest handle with the pin part being set inside used to mounted it into the chest's body and the the handle part sticking out thru a slot in the chest side to be grasped on the "outside"?
or a double ended push / pull saw with the handle on each end and the pins were attachment points to attach the handle to the iron blade

Thats a nickel in picture next to it,so could only get 2 fingers into it..be kinda hard on fingers would think if a trunk handle..saw thing maybe...not sure handcuff part..fairly small for that i would believe.

I have seen something similar with a cable running through it kind of a zip line maybe the loggers used it in that way to send equipment from tree to tree. Not an I.D. just a thought.Another Idea is a tip guard for the chainsaw.

Those are two roller chain links welded to a curved piece of metal. Don't know why, but that's what they are.

cheese...looking at this it appears to be one complete piece..nothing welded together..have welded myself and can tell not welded...does look like links though your right.

Does lean towards logging piece..though in my area of central mass dont think the trees were tall enough to justify putting up cable line between trees...tip guard was my first guess..
