A tiara? What the heck is it??

This one has me stumped. Found today. Looks like it is brass or copper with a thin silverplating. No lettering or anything on it, but one side has a fancy sort of design. It was bent when found and my first thought was tiara, but I dunno.

Little piece on the end moves. About 16" long. Whattya think? Thanks for looking!
