Found this little thingamabob at a homestead that dates from the 1870s into the 1920s. Each of the hooks or clips has a number on it starting at 1 and ending at 6. Any thoughts as to what this might be?

looks like the things they once hung little bags of potato chips or peanuts on in bars or stores.
