There are some computing applications where upgrading to brand-new hardware is not as cost-effective as maintaining relatively ancient systems. Corporate databases, computerized machinery, telecom systems, anything with custom hardware or software built when floppies were the norm. Some of these systems probably cannot handle a CD-ROM drive, much less USB flash drives, so floppies are still needed. Or it could be a hobbyist who likes fooling around in MS-DOS or whatever. I know that some very large companies (don't know which ones exactly, but big blue-chip companies) still have mainframes running on FORTRAN because there's no reason to replace them. If it ain't broke, don't fix it!

And if you look closely, those are the 5.25 inch floppies, which are much harder to find that the more familiar 3.5 inchers.
