✅ SOLVED A bag seal

Pretty sure this folded lead disk is a bag seal, but I don't know what the words on it mean. It is about 2 inches in diameter, and I found it in western PA.
It appears to say:
ULL
1/4
ROYAL
ABSOLUTE

there's more, but it isn't legible.

It might be a crate label for "HULL ROYAL" pottery.

Also, I don't think it says Absolute ,.. I think it is 18 S OT ------

Tin cans containing food were often sealed with lead seals in the 19thc.
