Okay. I think your right one the state seal part. Now has anyone seen anything like it? I know Florida stuff is ultra rare(if this is period)

Florida's first state seal used from 1847-1868 looked like this. seal.webpSo its not civil war era.

Some websites said '65 but most said '68, but I'll give you that it's not CW, But I still can't find it any where.

I see the palm tree and paddlewheel steamer ship, maybe a commemorative medal for the visit of some naval fleet near you circa 1900? South Carolina? Best of luck, that is a cool old medal. Sub

It really looks like the version of the Florida state seal that was adopted in 1868. I can now see faint embossing matching all of the details in this old seal. It may be a Florida veteran's medal.

I didn't think of a veteran's medal. I think for sure it is the FL state seal. I don't think is is a watch fob, I just don't see how that would have worked with out the typical attachment.
I will keep looking
