Great collection of finds--looks like even a sardine can opener key!!
I especially like the Chih. 25 centatos coin (0 .9027 fine silver).
It's from the series 1871-1889 (minted in only 8 years from that series).
During the entire series, yearly mintage never exceeded 50,112 (1889).
Your coin may be 1888 with a mintage of only 14,192--a relatively rare find.

Yes, your DEPARTAMENTO DE CHIHUAHUA 1/4R is more valuable that the similar "ESTADO DE CHIH....' 1/4R coins.
Yours was issued in only one year: 1855 versus the "ESTADO" 1/4R CHIH. coins were minted during 1833 to 1856.

My estimate: 25 centavos: $5-$8 in current condition. If reverse were better: $10.
The DEPARTMENTO coin: G4=$5.00; VG8= $9.00.
You will find spot sales at 10X my estimate. I don't know what those buyers are smoking.
CHIH mint operated from 1811-1895.
