Yes, it is a 71st New York State Militia emblem. But it is not a button, it is one of the end-links on a post-civil-war Lady's Patriotic belt, popular with wives & daughters of civil war yankee veterans in the 1880s-to-1910s. All are postwar. See photos below for examples.

Specifically, your 71st NY emblem is the postwar version. Note the split in the top and bottom of the number 1, which make it look like an "I". It is shown in the Albert book as NY-61B, with only a postwar backmark.
