Looks like Dads written in second class cursive with a tool engraver. Who knows, maybe some kid won something at the fair and made their papa a riding lawn mower key fob.

When I was a kid the county fair had a booth that sold and engraved them. I would guess yours is from the 30'/40's.

I have one that is just a hair smaller I found in North Dakota back in 1998 that was for an 1898 street fair. The crazy thing is the fair was actually delayed a week from the date on the tag and I found it exactly 100yrs to the day of when the fair actually took place.
