4” brass piece ID help needed

This is heavy brass with remnants of iron fixtures, found at W PA farm site, now public park, 1850 - present. Any ideas?
 

First thing that pops into my mind is a heel from some kind of special shoe.

Another thought that comes to mind is all the weird old medical patent trusses they used to have. Maybe something to correct walking or an injured foot. Too bad we dont have a patent number.

Looking at the 2nd picture I see 3 mounting screws now broken off. With the "wings" at the 3 & 9 o'clock position and the detents just below them - it reminds me of a lift or tie down point. I know you said its brass but from the picture it looks like pot metal w/ some chrome plating remaining. Could it be from a vehicle?
