2018 D double flip pictured rock quarter found

I found this in a bank roll recently. Saw online that Philadelphia Pictured Rock Quarter had an error. This is a Denver,, but there is a lot going on on this quarter that leads me to believe it was restruck on the flipside. Note the ring on the face side with Liberty over the top, the markings near the eye, the S and O in "States Of," and more. Let me know your thoughts, or am I making something out of nothing. Thanks.

All damage. The ring you see is from a roll crimper. It was the end coin on a machine wrapped roll.
 

Is the ring on obverse raised or incuse. If raised, you may have something. If incuse, you have the impression of a coin roll crimper.

It does seem to be marred in some spots, but what confuses me is how the I and B in Liberty are stamped on top of the marring. Plus the ring is the exact diameter of the ring on the National Park side. This led me to believe it was first stamped with the National Park then restamped with the face. Wouldn't the restamp flatten out the ring but leave a thin line where it once was raised?
