The axes and W.O.W. make me suspect that it could be a Woodmen of the World fraternal order button. However, I have not been able to locate anything similar on the interwebs.

Not military. Either an organization or from a political campaign most likely.

Looks like maybe Woodman of the World Button, I have seen same design on Sword without the UR

Here is one example of a Woodmen button with the U R on it, but again not similar to yours. Not sure what the U R stands for.

My guess is that the letters "UR" on those buttons represents a branch of the (Catholic) Knights of Pythias fraternal organization called the "Uniform(ed) Ranks." See the photos below. By the way, the emblem of the Knights of Pythias is a Calla Lily.. shown on the sword-guard, and also on Kop-UR uniform buttons.

There is an old eBay link that is now defunct. The headline was "Fraternal Antique Sword Woodmen of the World U.R.W.O.W."

“Woodmen of the World” was a not-for-profit fraternal benefit society with pseudo-masonic claptrap and rituals. It still exists today as “Woodmen of the World Life Insurance Society”. Joseph Cullen Root founded the “Modern Woodmen of America” in Lyons, Iowa in 1883 after hearing a sermon about “pioneer woodsmen clearing away the forest to provide for their families”. Disagreements within the organisation resulted in Root being ejected from it and he started again in Omaha, Nebraska in 1890 with “Modern Woodmen of the World” as a society that would “clear away problems of financial security for its members”. He dropped the word “Modern” soon afterwards.

No idea what the 'UR' stands for, but the organisation had many branches dotted around in a hierarchy of Lodges known as Forests and Camps.
