What is It?

Before I place it on the official thread I need to now what it is...

Update: It was identified the day it was found, I personally thought otherwise and was wrong.

It is an 19th Century Picture Hanger, it would hang on a nail in the wall, and a frame would hang from it by string.

The idea was reaffirmed by a family 19th Century Art Connoisseur.

Here is the backside...

Update: You can see the bar on the top that would hang over the nail head, attaching it to the wall.

On the bottom, on the reverse of what appears to be a chrysanthemum engraving, is the hook the string would loop over.

The "pin" as I called it was Copper Soldered side to side making it a bar that was permanently attached. (one end has come unattached)
