I would guess that’s what happened. It appears like staining/discoloration that could take place after being in circulation.Is it on the other side too? If not, it could have had something laying on it and the exposed area came into contact with some chemical which caused it to change color.

Agreed. I somehow missed the 1971 date.That is just stained. There is no copper layer in the mid 1982 and before brass cents, so it can't be that.
