Nope...back in the day the San Fran Mint did a lot of business strikes, as it was close to the silver mines in NV and other western states. A lot of silver dimes and quarters came out of that mint. Pennies, on the other hand, that are business strikes with the S mint mark have a slight premium over their P and D counterparts. It wasn't until the business strikes were changed to Copper-Nickel that the San Fran mint slowed down and started doing proofs.

The scarce and key dates for Walkers are:

1916-P
1916-S
1917-D Obverse Mint Mark
1917-S Obverse Mint Mark
1919-P
1921-P
1921-D
1921-S
1938-D

1921-D and to a lesser extent P are the toughest and are worth significantly more than melt even in fairly crummy condition. Any early dates in better grades can be worth a premium.
