I looked in my old book "Major Variety and Oddity Guide of US Coins" by Frank G. Spadone 7th edition and they dont have it listed as a known error.

My vote is for post-mint damage. If the die was cracked or damaged it would cause raised metal on the coin. And that coin's obviously been circulated a bit.

it is hard to tell but it looks like a crack under the mag glass, but it is circulated.
